National Campaign

Expanding the Texas success story — full tuition waivers for foster youth — to every state in America. Our goal: No foster youth left behind when it comes to higher education.

Why a National Campaign?

Texas has one of the strongest and most successful foster youth tuition waiver programs in the country. Our national campaign works state-by-state to pass similar legislation — removing financial barriers so foster youth can attend public colleges and universities tuition-free.

We are prioritizing states that currently lack comprehensive waivers like Texas'.

States Without a Texas-Style Tuition Waiver

These states currently do not have a comprehensive, statewide tuition waiver program for foster youth similar to Texas. Our campaign will focus here first.
